Three people have been charged in federal court in Florida in a case involving the alleged interception and attempted theft of more than $2 million in U.S. Treasury checks mailed to other recipients, the Justice Department announced October 13.

The indictment names Stanley Richardson Joseph, Kallie Nicole Valerie Halliday and Kristy Marie Bochecchio. According to prosecutors, the defendants obtained government checks sent by mail, created counterfeit identification documents corresponding to recipients’ names and used those documents to open bank accounts and deposit checks.

The charges include conspiracy, theft of government money or property and aggravated identity theft. These are allegations in an indictment, not findings of guilt. Each defendant is presumed innocent unless proved guilty beyond a reasonable doubt.

Investigators included the Treasury Inspector General for Tax Administration and IRS Criminal Investigation, with assistance from the U.S. Postal Inspection Service and Homeland Security Investigations.

The announcement describes the alleged total targeted by the scheme; it does not establish that the entire amount was successfully obtained.
