Federal prosecutors in New York announced an eight-person indictment Wednesday alleging a crack-cocaine distribution conspiracy centered around West Parmenter Street in Newburgh. The announcement followed an investigation involving federal, state and local agencies.
The U.S. Attorney’s Office for the Southern District of New York identified those charged as Maurice Owens, Shaka Eggleston, Troy Smith, Robert Morganfield, Houston Brown, Walter Herring, Jason Lowe and James Tyrone Hayes. Prosecutors accuse them of taking part in an alleged drug-distribution conspiracy from approximately 2025 through October 2026.
According to the government’s account, law enforcement conducted more than 60 controlled purchases, some involving each defendant, and reviewed surveillance footage that investigators say captured apparent hand-to-hand transactions in the area. Those descriptions reflect prosecution allegations and have not been established by a jury.
The Justice Department said the defendants were presented October 14 before U.S. Magistrate Judge Victoria Reznik and that the case was assigned to U.S. District Judge Philip M. Halpern. The alleged activity raises public-safety concerns for residents, but a criminal charge does not establish responsibility for any particular act.
Procedural status: All eight defendants are charged, not convicted, and are presumed innocent unless and until proven guilty. Prosecutors cited a mandatory minimum sentence of 10 years and a maximum of life imprisonment under the narcotics-conspiracy charge, subject to conviction and individualized court findings. SNN has not confirmed later pleas, detention decisions or case developments.
